Chinamasa appointed ZIMRA Acting Commissioner General

The Zimbabwe Revenue Authority (ZIMRA) has appointed Regina Chinamasa as the Acting Commissioner General of the Authority with effect from 1 February 2022.

In a statement, ZIMRA Board Chairperson, Josephine Matambo said Commissioner Chinamasa will take over from Rameck Masaire who retired effective January 31, 2022.
“Currently Chinamasa is the Commissioner for Revenue Assurance in which position she is credited for introducing various process that are plugging revenue leakages through modern investigative and compliance systems,” said Matambo.

Chinamasa is a tax expert with over 28 years of diverse experience in the field of revenue mobilization and enforcement of compliance to fiscal laws.

She is known for introducing various processes that dealt with the leakages in the company and also has vast experience in domestic taxes and customs and excise fields.

Chinamasa started her career as a Tax Assessor in 1994 in the Department of Taxes and
later joined the Investigation Division of ZIMRA at its inception in 2001.

In 2011, she moved to Customs and Excise as Head of Compliance and Risk Management, as she was part of the team that introduced the authorized economic operations (AEOs) trade facilitation, post clearance audit and among other innovation.

“From 2014, she moved to Domestic Taxes and served in various leadership roles from Head level to acting as Commissioner Domestic Taxes between 2016 and 2018.”

Chinamasa led tactical plans that had a positive impact on the company’s revenue collection processes.

“During her career, she led various strategic and transformative initiatives and processes which resulted in improved stakeholder engagement, improved compliance levels and reinforcement and strengthening of revenue collection processes of the Authority.”

The tax authority collected a record $161.08 billion in gross collections for the 4 th quarter of 2021, surpassing its own projections of 108.17 billion. After paying out $3.9 billion in refunds, ZIMRA had a net collection of $157.19 billion.
